Cost for designing different website

I came across a guy who is really well versed in soft skills and web designing skills, when I enquired him regarding building a website for my own. I came up with a lot of different sites so as he came up with a different cost for which he could design it and maintain it for 3months for free, Just an example for building a matrimonial site it would cost around 5000 to 7000. And for a shopping website it would cost around 13000 rupees.
